Director of Finance - Carolyn D. Miller, CPA

Carolyn joined the City of Brenham in May of 2005 and was promoted to the position of Director of Finance in October 2006.  For over 28 years, Carolyn has enjoyed a successful career in the public sector including public accounting, healthcare management, and corporate controller.

In 1980, Carolyn graduated from Texas A&M University with a degree in Accounting, and she is a certified public accountant.  She is a charter member of the Women Former Students Network which is a Constituent Network of The Association of Former Students at Texas A&M University.  Carolyn is a member of the Texas Society of Certified Public Accountants, Government Finance Officers Association and the National Institute of Governmental Purchasing. 

Community service includes past Lone Star Girl Scout Council troop leader, HOSTS (Help One Student to Succeed) mentor, St. Paul's Evangelical Lutheran confirmation guide, and church choir member.  Carolyn and her husband, Stephen, have two children.  Allison, a senior at Texas State University, is majoring in Accounting with plans to attend law school.  Austin is a senior at Brenham High School and intends on majoring in Computational Applied Mathematics at the University of Texas.

Although Carolyn's career in government began only a few years ago, she believes that her "performance-driven" management style coupled with strong operational and financial expertise provides the foundation for upholding the public trust in government.

 

Fire Chief - Ricky Boeker

Ricky is a life long resident of Brenham and a 1977 graduate of Brenham High School.  He joined the Department in May of 1988 and has advanced through the ranks to be elected Chief in 2005 by its membership. In 2008 he became the first paid Fire Chief for the City of Brenham.  He has been an instructor for Texas A&M Municipal Fire School since 2000 and serves as Emergency Management Coordinator for the City of Brenham.

Ricky received the Brenham Fire Department's Firefighter of the year in 1995 and again in 2007.  He was also the Central Texas Firemen's & Fire Marshal Firefighter of the year in 1996.

Ricky marreid his wife, Virginia, in 1982 and has 2 children and 3 grandchildren.

Ricky welcomes the chance to visit with anyone about the Department to hear their views and concerns.  He are always looking for ways to improve and better serve the citizens of Brenham and Washington County.

 

Police Chief - Glen Fowler

Chief Glen Fowler has been the chief of the Brenham Police Department since January, 2006. Prior to coming to Brenham, he worked nineteen years, beginning in 1987, with the Lubbock Police Department. He served as a Captain in the Investigations Division and in the Patrol Division as a watch commander. During his tenure at Lubbock, Fowler supervised in every division of the agency, working as a K-9 unit commander, Youth Crimes Commander, Narcotics Enforcement Unit and bicycle patrol officer. He was also assigned as a field training coordinator, police academy instructor, and tactical flight officer.

Fowler is currently a commissioned officer in the Texas State Guard, serving in the 2nd Battalion, 8th Civil Affairs Regiment.  He is the logistics officer for that unit, and has also served as a logistics officer for Headquarters, 39th Brigade of the TXSG in Lubbock.

 Fowler earned an Associates degree in Law Enforcement Technology from South Plains College in Levelland. He holds a Bachelor of Science degree in Liberal Arts from Excelsior College in Albany, New York. He is a 1999 graduate of the Law Enforcement Management Institute of Texas. Fowler also earned the designation of Certified Public Manager from the State of Texas in 2005. He has a Master Peace Officer and Instructor's Certificate from the Texas Commission on Law Enforcement Officer Standard's and Education.

Fowler is a member of the Airborne Law Enforcement Association, Texas Police Chief's Association, Houston Area Police Chiefs Association and the International Association of Chief's of Police.

 

Director of Public Utilities - Lowell Ogle, Jr.

Lowell Ogle, Jr. joined the City of Brenham team in 1984 in the Utility Billing Department working as a meter reader. After 2 years, he moved into the gas department, where he became the gas crew leader and eventually head of the department.

Lowell has served in various other positions in City management and is currently the Director of Public Utilities; where he oversees operations of water, sewer, gas, electric, wastewater treatment, water treatment, and sanitation.

Lowell views the city's utility infrastructure as a vital part of the City of Brenham.

 

Director of Public Works - Doug Baker

Doug Baker graduated from Brenham High School in 1965.  He attended Blinn College from 1965 to 1966 and Lamar University from 1966 to 1970, having earned a Bachelor of Science Degree in Civil Engineering.

Doug was employed with the City of Beaumont from 1971 to 1980, having the position of city engineer for the last three years of his employment there. Doug was a partner in the civil engineering firm of Fittz, Crozier, and Shipman from 1980 to 1983 and self employed from 1983 to 1984. Doug began his employment with the City of Brenham in 1984 as City Engineer. Doug is currently the Director of Public Works

The Public Works Department includes planning and zoning, building inspection, health inspection, airport, streets, and parks and recreation.
